美国拉美政策的调整和早期“睦邻政策”

对于关国“睦邻政策”研究，国内外学者已经研究的相当深入了，而且多数是把它同富兰克林·罗斯福的拉美政策联系在一起的。但是实际上“睦邻政策”并不是从罗斯福上任时才开始的，在他之前早期“睦邻政策”就已经在酝酿之中了。

The Adjustment of the Latin American Policy and the Early Good Neighbor Policy

As for the dood neighbor policy, the scholars at home and abroad have further studied, but when we talk about ＂the good neighbor policy＂ ,it is often connected with Franklin D. Roosevelt＇ s Latin American policies. However, from some datas, some docu-ments and Some books,we can see that ＂the good neighbor policy＂ is not Roosevelt＇ s invention. Before Rooseve the policy had developed for over ten years＇ gestation perioad. In this paper, I＇ll try to make it known that how ＂the good neighbor policy＂ has developed from the direct armed intervention in the 1920s and the early 1930s.
