分析了科研院所企业化转制所带来的研发功能的缺位 ,认为无论是企业还是高校目前都无法填补科研院所转制后所出现的科研功能的缺位 ,并提出了基于产学研合作、基于技术结群和基于产业集群三种构建我国新型科研开发体系的模式

Forming a new R&D system with the transition of the body for R&D activities

The paper analyses the research function failure occurred with the transformation of industrialization of PRIs, argues that neither the enterprises nor the high education institutions are able to take the place of PRIs in their research functions in the innovation system. The paper finally puts forwards three modules of re-combining innovation resources for forming a new R&D system, i.e. the industry-education-research link based, technological cluster based and industrial clusters based.
