作为社会的弱势群体，生活一般达不到社会认可的最基本标准，而且单纯依靠自身的力量无法改变其弱势地位，因而需要国家和社会力量的帮助和支持。社会保障虽然是针对社会全体成员来说的，但是其保障的真正对象主要是弱势群体，建立完善的社会保障体系。
