落实《纲要》精神着力推进深圳的民主法制建设

《珠江三角洲地区改革发展规划纲要》（以下简称“纲要”）要求深圳成为探索科学发展模式的试验区和深化改革的先行区。目前，制约改革的非经济因素日益突出，政治体制改革相对迟缓，突显改革的紧迫性。深圳如何在党的十七大精神和《纲要》确定的再创体制机制新优势的基本原则框架下，在建设“一区四市”的进程中，以非凡的胆识突破制约政治发展的体制机制性障碍，使深圳经济特区成为中国民主法制建设的典范，将成为深圳落实《纲要》精神的突破口。本文全面总结了深圳改革开放三十年在民主法制建设方面所取得的成就；深入分析了深圳在扩大民主与依法治市等方面所面临的突出问题；提出了今后深圳民主法制建设改革创新的制度设计，即改革深圳市人民代表大会制度、提升深圳基层民主的制度化水平、完善建设法治政府的配套立法和积极稳妥地推进深圳司法体制改革等具有建设性的具体实施方案。

Implementing the Guideline, and Pushing forward Legal Development in Shenzhen

Guidelines for Reform and Development Plan of Pearl River Delta underlines the role of Shenzhen as a pioneer in establishing rational development pattern and deepening reform. However, Shenzhen is still plagued with some non-economic factors hindering its development. Therefore, breaking the bottleneck will be a major breakthrough in Shenzhen＇s implementing the guideline. The paper summarizes the achievements Shenzhen has made in the past 3decades in legal development, and analyzes problems existing in democracy promotion and carrying out the policy of running the city by law. Programs on reform and innovation of legal development in Shenzhen are also put forward including reforming the People＇s Congress system in Shenzhen, enhancing democracy at the grassroots level, improving the legislation and deepening judicial reform.
