义务教育补偿的价值基础研究

摘    要:小康社会的建设离不开对处境不利群体利益的关注,同时处境不利儿童的义务教育发展状况也将直接关系到全面建设小康社会的实现程度。义务教育补偿是保障所有公民教育权利的重要形式,是一种积极的义务教育均衡发展的策略,它能使个人的权利和国家的强制义务相结合,是一种新的发展观和效益观,是社会整体利益最大化的合理选择,更是教育公正的现实要求和社会文明以及教育进步的体现。

Abstract:A moderately prosperous society can't be built without paying attention to the group with disadvantage and in the meantime the compulsory education of the children with disadvantage also exerts a direct effect on the realization of building a moderately prosperous society in all respects. The compensation for compulsory education is a key form to ensure the educational right of all the citizens and a strategy of balanced development of positive compulsory education which can combine the individual right with the national compulsory obligation, a new outlook for development and a reasonable choice of the whole social interest at most. Above all it is a realistic demand for educational justice and an embodiment of social civilization and educational progress.
