摘    要:本文以政策科学思想发展史为线索,通过对有关的政策研究认识的梳理,结合现实案例进行实证分析,提出政策研究的问题中心性与跨学科性、理论与实践统一性、科学与经验统合性以及学者、官员研究的协同性等观点,以期深化初学者和政策研究工作者对政策研究的认识与理解。

Abstract:In teaching policy science, the understanding of policy research is not concerned with the mastery of theoretical knowledge, but with the approach of practice and application. There are many different opinions on policy research by scholars, which has become the important perplex- ity in current theoretical teaching and practical research. Focusing on the history of policy science thought, the article reviews and classifies thought on the nature of policy research, and carries out empirical analysis with cases. It concludes that policy research is featured with problem -centered, interdisciplinary, integration of theory and practice and that of science and experiences, and coordi- nation between scholars and officials. The article may be of some help for the beginners and scholars of policy research to further understand policy research.
