国有企业改制中国有资产处置的探讨--对湖南长沙三个试点改制企业的思考

搞活国有企业的形式多样，出售是其中的一种方式。本文以长沙国企改革为例，认为出售国有资产不一定就会导致国有资产流失，但同时也暴露出一些问题。为此，必须加紧探索和建立有效的国有资产管理体制，进一步明晰产权，确保国有资产保值增值。

Discussion on the Disposition of Assets in Reforming State - owned Enterprises-On Three Experimental Units in Changsha of Hunan Province

To sell is one of the method to relive the State-owned enterprises. In this paper,the reform in Changsha is taken as an example. It is believed that to sell the State-owned assets doesn't mean the loss of it,though some problems appeared. Therefore,a managing system is to be built to clarify the property right and ensure the increment of the assets.
