摘    要:国际学生教育成本分担政策影响着我国国际学生教育市场的发展。文章在总结我国国际学生教育发展现状以及国外成本分担政策的基础上,以产品生命周期理论为基础,系统阐述国际学生教育产品性质随生命周期而改变的特征。根据生命周期理论,目前我国国际学生教育尚处于成长期,由于国际学生的准公共产品性质,国际学生教育应采用政府为主、家庭为辅的二元化分担方式。进入成熟期,国际学生教育产品的属性以私人产品为主,宜采用家庭为主、政府监控的多元化分担方式。

A Study on the Higher Education Cost Sharing Policy of International Students Based on the Product Life Cycle Theory
Abstract:The cost-sharing policy of international student education affects the development of interna-tional student education market in China. Based on the present situation of Chinese international studentsˊedu-cation development as well as foreign cost sharing policy,and theory of product life cycle,the paper system-atically expounds that international student educationˊs character will change with itsˊlife cycle. Now the inter-national student education in China is on the growth stage,due to the quasi-public goods nature,interna-tional studentsˊeducation should adopt the dual cost sharing mode,that is,the government covers the cost dominantly,and supplemented by family. Entering the mature stage,attribute to the characteristic of private products,the cost of international student education should be diversified,that is,the family covers the cost dominantly,and monitored by the government.
