| 摘 要： | 陕西省教育发展的二元特征明显：高教强,基础教育弱;中央所属院校强,省属院校弱;城市教育强,农村教育弱;普通教育强,职业教育弱。强势所占比重有限,弱势是陕西的主体。寻找其制约因素,实现有效改进措施,才能把陕西建设成西部教育强省。

| Abstract: | Duality is outstanding in the development of education in Shaanxi Province： Powerful higher education with powerless basic education, powerful urban education with powerless rural education, powerful general education with powerless vocational education. The powerful is limited and the powerless is the main body of education in Shaanxi Province. Though the educational department of Shaanxi Province has established the powerful counties of education to develop into the powerful province in education since 2000, it is really a heavy responsibility to construct the powerful province of education in the West China. |
