论农民工医疗保险制度建构中的政府责任

由于医疗费用的快速上涨和社会保障的缺失,农民工对社会医疗保险具有很高的期望值.但目前学界和政府对农民工医疗保险制度的迫切需求认识不足,以种种理由推脱或延缓这项制度的建设进程.其中的原因是多方面的,但政府责任的缺位是导致农民工医疗保险制度长期滞缓的主要因素.因此,在为农民工建构医疗保险制度过程中,首先应当澄清认识误区,明确政府的责任定位,在此前提下,有针对性地解决这一制度建构中的诸多现实难点.

On Government Responsibility for the Construction of Medical Insurance System of Migrant Workers

As a result of the rapid rise of medical expenditure and the flaw of social securityf system,the city workers from countryside have the strong desire to get the society medical insurance.But because the present educational world and the government have insufficient understanding about the urgent demand of migrant workers to medical insurance system,they shirk or delay the construction of this system by all sorts of reasons,of which the lack of government responsibility is the main reason leading to long-term insuficiency of the construction of medical insurance system of migrant workers.Therefore,in the course of constructing the medical insurance system for the migrant workers,we must,firstly,clarify the wrong understanding and define the responsibility of government,and then solve various correlation problems in the construction of this system.
