论中小企业技术创新的财政支持

中小企业在我国国民经济发展过程中发挥了极大的作用,由于市场失灵和中小企业技术创新的特殊性,中小企业获得资金支持的能力十分有限。发达国家为提高中小企业的竞争力,给予了中小企业极大的支持。我国的中小企业总体竞争力还很低,无法应对开放经济的新形势,现实的情况要求对中小企业技术创新给予财政支持,这种支持只要控制在一定范围内,就不会违反WTO的规则。我们有必要采取一系列措施,支持中小企业的技术创新,提高中小企业的总体竞争力。

On the Financial Support for Technical Innovation of the Medium and Small-sized Enterprises

The medium and small-sized enterprises play a vital role in the development of the national economy of our country.The ability of acquiring the financial support by the medium and small-sized enterprises is very limited because of the market failure and the particularity of their technical innovation.The developed countries offer the medium and small-sized enterprises support for the improvement of their competitive power.The overall competitive power of the medium and small-sized enterprises of our country is so weak that they can't meet the new situation of the open economy.The financial support in a certain extent required for the technical innovation of the medium and small-sized enterprises,which will not violate the regulations of WTO.Consequently,it is necessary for us to adopt a series of measures in support of the technical innovation of the medium and small-sized enterprises to improve their overall competitive power.
