我国体教融合新政执行的潜在制约因素与调适策略——基于马兹曼尼安-萨巴蒂尔政策执行过程模型的分析

摘    要:运用文献资料法和逻辑分析法,借鉴马兹曼尼安-萨巴蒂尔政策执行模型,对我国体教融合政策在执行过程中潜在的制约因素进行分析。体教融合政策执行是一项涉及多部门、多领域的多维复杂综合工程,政策本身的规制能力、急功近利的应试教育诉求都充满着对体育的倾轧与束缚,更是制约体教融合政策执行的重要掣肘因素。突破体教融合政策执行困境,必须完善协同联动机制,建立政策配套体系,形成具有耦合效应的体教融合政策群体;加强体教融合政策宣传,寻求目标群体认同,形成促进目标群体持续参与政策执行的逻辑机制;注重配套政策文本的渐进性和可操作性,明晰体教融合政策规定,防止政策理解不到位、执行异化;拓宽政策资源,优化执行环境,营造政策执行良好生态。

Abstract:Adopting literature study and logical analysis,referring to the Mazimanian-Sabatier policy implementation model,this paper analyzed the restraining factors in the process of implementation of China’s sports and education integration policies.The research showed that the implementation was a multi-dimensional and complex comprehensive project involving multiple departments and fields.The regulatory ability of the policy itself and the pursuit of exam-oriented education for quick success and immediate benefits brought great difficulties and constraints to sports and to the implementation of the policies.In order to overcome the difficulties,it was necessary to perfect the cooperative linkage mechanism,establish a policy supporting system,and form a policy group with coupling effect.Meanwhile,publicity of the policies,seeking the identification of target groups,and forming a logical mechanism to promote the continuous participation of target groups were important.Sustainable development and feasibility of supporting policies should be regulated.Favorable environment should be provided.
