对构建我国体育融资体系的若干思考

近年来我国体育事业得到了快速发展,但资金支持力度有限.纵观各国体育经费的来源模式,在不同体育管理体制下,大体上可以归纳为拨款型、筹款型与结合型.现阶段我国宜采取结合型的模式.具体分析我国的体育资金来源,从管理体系上可分为国家体育部门、行业协会组织和运动员自身三个层次;主体构成有政府、企业、机构投资者和投资银行以及体育消费者等;在融资模式上有直接的资金供应、资本市场融资和体育博彩融资等.构建与完善我国体育融资体系应强化体育资金管理体系,拓展体育融资渠道,特别是要挖掘新的资金来源,政府还在政策及法律上予以支持,加强体育产业化的宣传,增强人们体育消费的观念以及开拓社会捐资渠道等.

Thinking on the Construction of China Sports Financing System

Although China's sports career has developed rapidly recent years,there is limit in financial support.Considering worldwide patterns of funds source under different management system,we can divide them into three kinds: appropriation,raise fund and combination pattern.And the last one is suitable for our country at present.Analyzing Chinese funds sources of sports,there are national sports department,industry association and athletes themselves three ranks in management system.Government,enterprise,organizational investors,investment banks and sports consumers are the major contributors.And supplying funds directly,financing in capital market and financing from sports lottery are main financing model.Constructing and perfecting national sports financing system should focus on strengthening funds management system,expanding financing channels and particularly excavating new funds source.The government should give support in policy and law,augment propagation of sports industrialization,reinforce common sense about sports consumption and expand social source of funds donation.
