多层次城镇医疗保险体系发展研究

文章探讨了我国建立城镇职工基本医疗保险的问题症结，结合发达国家经验和我国的实际，提出了构建由社会医疗保险和商业医疗保险相互补充、共同发展的多层次的城镇医疗保险体系，是我国深化医疗制度改革的必然趋向。

A Study on Establishing A Multi- leveled Urban Health Insurance System

In China a basic framework of the Urban Employees' Basic Health Insurance System has been set up. However,as the reform in both economic and household registering systems deepens the existing health insurance system reveals its weakness which includes narrow coverage and low security.That is the allocated fund together with personal accounts is not enough to meet the need.This paper is to explore the problems rooted in the present system.And based on the experiences from the developed counties as well as the status quo in China a program models for establishing a multi-leveled health insurance system in which social insurance operating in cooperation with commercial insurance is designed.And the relevant linking-up policies are recommended.
