| 摘 要： | 政府为促进民办高等教育发展,应正确认识、科学定位民办高等教育,对民办高等教育的发展进行合理规划与指导;通过间接资助与直接资助相结合,以实质性间接资助为主的方式给民办高等教育的发展以财政资助,依法对民办高校进行管理,为民办高等教育的发展创设公平的竞争环境。同时还要大力发展中介组织,建立公共服务体系,为民办高等教育的发展提供服务。

| Abstract: | In order for government to promote the development of voluntary higher education,a correct understanding and scientific orientation are needed.Government should also provide reasonable planning and guidance for the development of voluntary higher education.Direct and indirect funding should be combined to provide financial funding mainly depending on substantive indirect funding.Government should also administrate voluntary colleges in accordance to laws,making it possible to have a fair competition between them. |
