| 摘 要： | 社会风险管理中第三部门通过社会支持在规避社会风险和稳定社会秩序方面发挥着不可替代的作用,因而受到各国政府的高度重视。把第三部门的发展作为构建社会主义和谐社会的重要内容,探讨在社会风险管理中政府与第三部门共同规避社会风险,可为政府完善社会管理和社会服务的职能提供重要的启示。
