摘    要:高新区是连接技术创新和经济发展的纽带,是中国高科技产业聚集的重要载体。本文运用结合DEA和SFA分析的三阶段 DEA 模型,测量了2013-2018年长三角和中部地区34个国家级高新区的创新效率,考察了环境因素对高新区创新效率的影响,并对比分析了环境因素和随机因素剔除前后的效率值。研究发现,长三角和中部地区国家级高新区的创新效率存在显著差异,这一差异主要是规模效率造成的,东部沿海的长三角地区创新效率最高,各地区的科技创新效率值呈现出逐年提高的趋势,但总体上尚有提升空间。

The Efficiency of Innovation of National High-Tech Zonesin Yangtze River Delta and Central China
Abstract:High-tech Zone is a link between technological innovation and economic development, and an important carrier of China"s high-tech industry cluster. This paper uses a Three-stage DEA model combined with DEA and SFA analysis to measure the innovation efficiency of 34 national high-tech zones in the Yangtze River Delta and the central region from 2013 to 2018, investigates the impact of environmental factors on the innovation efficiency of high-tech zones, and compares the efficiency values before and after the elimination of environmental factors and random factors. The results show that there is a significant difference in the innovation efficiency between the Yangtze River Delta and the central region, which is mainly caused by the scale efficiency. The Yangtze River Delta in the east coast has the highest innovation efficiency, and the scientific and technological innovation efficiency of each region shows a trend of increasing year by year, but there is still room for improvement on the whole.
