中国科协所属学会国际化水平测度分析

针对中国科技社团国际化水平测度研究缺失问题探索构建相关评价指标体系和评估方法。基于对中国科协所属全国学会的国际化现状总结分析，提出由科技外交、学术引领、科学普及、人才服务等4个一级指标和8个二级指标、19个三级指标构成的中国科技社团国际化水平评价指标体系，引入主成分分析-层次分析法的组合赋权方法确定各指标权重；以中国科学技术协会所属180个全国学会为对象，按学科门类分为五大类，利用其2015－2019年相关数据进行实证分析。结果表明：不同类型样本学会的各指标水平均有所提高，但总体上国际化发展水平参差不齐，不同层级指标水平存在两极化趋势，尤其一级指标得分普遍较低；从综合得分来看，医科类学会各项指标数值均较高，国际化发展水平最高，而交叉学科类位列末位，在科技外交、学术引领和科学普及三方面都未能取得实质性进步。根据研究发现，提出全国学会应从完善立法、打造标杆、分类推进等方面加强国际化工作。

Internationalization Level Measurement Analysis of Affiliated Associations of the China Association for Science and Technology

In view of the lack of research on the measurement of the internationalization level of China''s science and technology associations, the paper explores the construction of relevant evaluation index systems and evaluation methods. Based on the summary and analysis of the internationalization status of the national societies affiliated to the China Association for science and technology, an evaluation index system for the internationalization level of China''s science and technology associations is proposed, which consists of four first-class indicators, eight second-class indicators and nineteen third-class indicators, such as science and technology diplomacy, academic guidance, science popularization and talent service. The combined weighting method of principal component analysis and analytic hierarchy process is introduced to determine the weight of each indicator, The 180 national societies affiliated to the China Association for science and technology are divided into five categories according to discipline categories, and the empirical analysis is carried out using the relevant data from 2015 to 2019. The results show that the level of each indicator of different types of sample societies has been improved, but the level of international development is uneven on the whole. There is a polarization trend in the level of indicators at different levels, especially the first level indicators are generally low. From the perspective of comprehensive scores, all indicators of medical societies are high, with the highest level of international development, while the interdisciplinary category ranks last, and no substantive progress has been made in science and technology diplomacy, academic guidance and science popularization. According to the research findings, it is proposed that the national society should strengthen the internationalization work from the aspects of perfecting legislation, building benchmarking, and promoting classification.
