摘    要:针对内陆地区缺乏高效的跨境通道,难以实现直接出口的问题,从无水港具有的延伸功能和枢纽功能入手,以"一带一路"倡议重点发展的内陆省份跨境物流网络为分析对象,采用与流量相关的分段成本函数来描述无水港具有的规模效益。考虑多式联运,设置运输期限,考虑物流时间缩短所产生的时间价值,以网络中物流成本最低、时间价值最大为目标,构建非线性整数规划模型。通过遗传算法求解模型,得到货物跨境出口的最优运输方案。对不同运输期限下对时间有不同敏感性的货物配送进行分析。结果对于内陆省份发展陆海互联互通的跨境物流具有一定参考意义。

Abstract:In view of the difficulty of direct export because of the lack of efficient cross border access, considering the extension and hub functions of dry ports, taking the cross border logistics network of inland provinces, which is the focus of the Belt and Road Initiative, as an analysis object, the section cost function related to flow is used to describe scale economies of dry ports. Considering multimodal transportation, setting transportation deadlines to obtain the time value of early arrival of goods, a nonlinear integer programming model is constructed with the aims of the minimum logistics cost and the maximum time value in the network. The optimal transportation scheme for cross border export of goods is obtained by solving the model by the genetic algorithm. The distribution of goods which has different sensitivity to time under different delivery deadlines is analyzed. The results have some reference significance for inland provinces to develop cross border logistics of land sea interconnection.
