中西部地区新农保推进战略研究——以安徽为例

现在已进入了新农保试点的第三个年头,但中西部各省（市、自治区）的新农保工作还没有一个清晰的推进战略。为做好新农保试点、推广工作,完成中央战略部署,安徽等中西部省（市、自治区）必需根据各市（自治州）、县（区、旗）财力和新农保财政补贴负担,制定新农保推进战略,合理确定＂社会统筹基金＂财政补贴标准和省、市、县政府补贴比例,把握好新农保试点、推广的进度,根据身份和年龄群体确定推进层次。
