基于文本相似度计算的我国人工智能政策比较研究

目的/意义]随着2019年政府工作报告中首次提出“智能+”概念,我国各地区将加快推动人工智能与实体经济等产业深度融合,而政策是政府调控现代市场经济和社会管理的重要手段,因此对人工智能的政策研究受到了社会广泛的关注。方法/过程]基于文本相似度计算对国务院发布的《新一代人工智能发展规划》和我国20个地区发布的人工智能政策文本进行比较研究。结果/结论]数据表明:新兴产业、产业升级、人才队伍、智能服务、社会治理等内容在各地区人工智能政策制定层面整体关注最高,呈现出政策制定的相似性。安徽省、辽宁省所制定的政策比较完整和全面,甘肃省、黑龙江省在政策制定中部分内容较为突出,且逐渐形成人工智能产业发展区域特色,呈现出政策制定的差异性。最后从可操作性角度为我国各地区人工智能产业发展提出政策建议。

Comparative Study on Artificial Intelligence Policies in China Based on Text Similarity Computation

Purpose/Significance]As the concept of"AI+"is first proposed in the 2019 government work report,various regions of China will accelerate the in-depth integration of artificial intelligence with the real economy and other industries,and policies are an important means for the government to regulate the modern market economy and social management.Intelligent policy research has received widespread attention from society.Method/Process]Based on the text similarity computation,this paper compares the"New Generation Artificial Intelligence Development Plan"issued by the State Council and the artificial intelligence policy texts published in 20 regions of China.Result/Conclusion]The data shows that emerging industries,industrial upgrades,talent teams,intelligent services,social governance,etc.have the highest overall attention at the level of artificial intelligence policy formulation in various regions,showing the similarity of policy formulation.The policies formulated by Anhui Province and Liaoning Province are relatively complete.In a comprehensive manner,Gansu Province and Heilongjiang Province are more prominent in policy formulation,and gradually formed the regional characteristics of artificial intelligence industry development,showing the differences in policy formulation.The final part of the article proposes policy recommendations for the development of the artificial intelligence industry in various regions of China from the perspective of operability.
