Abstract:The outbreak and quick spread of COVID-19 quickly shut down almost all educational institutions in different parts the world by mid-March,2020,presenting severe challenges to educators all over the world.In this paper,the author will describe and discuss the critical issues in crisis management and online distance education in the United States,using examples from the second largest school district in the U.S.-Los Angeles Unified School District(LAUSD).The author examines the policies and strategies adopted by American educational leaders and school teachers in their efforts to provide equal and excellent online education to all the students,while addressing the basic and special needs of students,as well as their social and emotional well-being.Based on the emerging literature,initial investigations and comparative analysis,the author provides insight on the multiple and complex issues in American basic education and calls for close collaboration between American and Chinese education researchers and policy makers to exchange ideas and develop creative solutions to urgent issues in basic education.
