为了更好地展现哈尔滨在未来举办冬奥会的良好形象,提升国际知名度,要全面提高不同窗口服务行业人员和市民的外语水平。采用文献资料法、访谈法,分析了哈尔滨申办冬奥会外语环境的现状和发展趋势。结果表明：语言环境较差的是出租车和商店行业 小语种的语言环境普遍较差,因此改善哈尔滨外语语言环境任重而道远,需要社会有关方面做出不懈的努力。从理论层面上提出改善哈尔滨外语环境的方法和途径。
