浅谈二战后美国的粮食援助

第二次世界大战以后,世界粮食产量迅速增长,世界产粮地区分布极不平衡。美国一直是农产品过剩的国家,而许多发展中国家战后人口增长迅速,粮食长期短缺。强大的粮食生产能力促使美国国会通过了480公法,向其它国家提供粮食援助,援助政策往往带有种种政治条件。从屡屡奏效的政策不难看出,粮食援助已成为美国外交中的一种武器。

The yield of the provision has been growing rapidly after the Second World War,but the distribution of it is not balanced.The United States is a country with surplus agriculture products,but to the contrary,the population of many developing countries increases dramatically which leads to a long period of provision shortage.The Congress has adopted Public Law 480 to give provision aid to other countries because of its great productivity.The aid policy has all sorts of political requirements.It is obvious that provision aid has become a weapon of the American diplomacy from the effective policy.
