| 摘 要： | 科研基础条件是指为了支持和促进科研活动开展而配置的科学实验条件与基础设施,是所有科技创新活动的"硬件"物质基础,加强基础条件投资对于提高科研机构的产出能力具有重要作用。本文采用固定效应模型,对1995—2009年间农业部系统内科研机构的基础条件投资效果进行了分析,得出增加科研基础条件投资对于提高科研机构的产出能力具有显著作用,其中对部属科研机构的产出能力影响最为明显,政府部门应进一步加强对农业科研机构的基础条件投资。

| Abstract: | Basic conditions for scientific research are regarded as the material basis for the technology innovations,which can support and promote the implementation of research activities.Strengthening the investment of basic conditions is very useful for promoting the output capacity of research institutions.The thesis,with fixed effect model,analyzes the investment results of basic conditions in agricultural research institutions of MOA from 1995 to 2009.It comes to the conclusion that investment of basic conditions has significant effect on the output capacity of research institutions,especially of subordinate units of MOA.It’s necessary for policymakers to increase the investment of basic conditions in research institutions. |
