| 摘 要： | 本文研究如何从促进产业发展的角度制定和实施技术科学的发展战略。根据战略研究的方法论，本文首先分析了技术科学和产业发展之间的关系，指出技术科学在产业发展的新技术范式创立和技术轨道演进两个阶段具有不同的知识特点和建制特点，主要制度影响因素也不同；其次，本文对我国技术科学对产业发展的现状做了分析，指出了需要解决的问题；在此基础上，本文指出，产业导向的技术科学发展战略是建立一种产官学联合体制，并具体分析了这种体制构成和功能
