关于我国政府体育机构改革的设想

社会主义市场经济和民主政治的前进,体育事业的发展,都要求我国体育领导机构进行较大动作的改革。不能完全取消政府管理体育的部门。可考虑做强做大体育人民团体,政府体育部门主要负责体育法律法规的起草、制订和监督检查。体育工作的日常操作由中华全国体育总会及其下属组织各单项运动、各方面的体育协会进行。

A Proposition on the Reform of Our Government Sports Organizations

With the advances of socialist market economy and democracy and the development of sports in China,it is necessary to reform the leading bodies of sports in a bigger way.It is out of the question to abolish entirely the government departments of sports.They may be held responsible mainly for making laws and regulations on sports and for supervising their implementation,while the sports-related mass organizations may be strengthened and enlarged,with the routine work to be handled by the All-China Sports Federation and the associations of individual sports under it.
