论农村土地抛荒与农村土地使用权流转问题

农业发展新阶段，农村土地抛荒严重，并呈现蔓延扩大趋势。土地抛荒造成土地资源浪费，阻碍农业和农村经济发展。土地抛荒原因固然与农业比较效益低、农业生产条件差等农业内部因素有关，也与现行的农村土地制度存在弊端有关联。解决农村土地抛荒问题既要深化农业内部改革，更要改革现行的土地制度，推动农村土地使用权流转。土地使用权流转全国普遍实行，形式多样，并取得良好效果，但也存在不少问题，必须采取有力措施，完善流转机制，推动土地使用权流转健康发展，从而从根本上解决农村土地抛荒问题。

In the new stage of agricultural development,there's a serious extended trend of abandoned farmlands which causes a huge waste of lands and hinders the development of agriculture and country's economy.Although abandoned farmlands have stable relationships with the factors such as low pay and bad work condition,and the deficiency of country farmlands system. In order to solve these problems, we should further reform agricultural system as well as current farmlands one to promote the circulation of right of using farmlands.The circulation of right of using farmlands is popular in China with various forms and good effects. Aiming at its problems, we should take up strong measures and improve the circulation system to promote its healthy development and foundationally solve its problems.
