关于进一步完善地方政府公共财政投资管理体制的研究

目前,地方政府财政投资支出存在严重的“越位”和“缺位”,支出管理体制不能适应市场经济发展和构建公共财政的需要,投资效益低下,因此,各地方政府有关部门应加强对地方政府财政投资行为的分析,运用科学的理论和方法,结合各地方社会经济发展的状况,因地制宜,进一步明确和界定本地政府财政投资范围、调整和优化投资方向和结构,强化财政投资支出管理,建立和完善公共财政投资管理体制。

A Study of Further Perfecting Local Government's Public Finance Investing Management System

Nowadays,local government's financial investment expenditure lies serious problems.Expending management system cannot adapt to the development of market economy and needs of constructing public finance.Thus,some departments of local government should strengthen the analyse of its government financial investment,use scientific theories and methods,combine the current economic situation of local governments,act in the light of local conditions ,definite and classify the range of government's investment,adjust and improving investing direction and structure,so as to strengthen the expending management,set up and perfect the management system of public financial investment.
