| 摘 要： | 康有为在戊维新运动中戌提出设制度局 ,不是由于资产阶级的软弱性而屈服于顽固派的压力 ,也不是受到光绪帝的宠信后而尊君权的权宜之策 ,而是资产阶级维新派对外挽救民族危亡 ,以求中国变法自强 ,对内防止“愚民”作乱 ,巩固清朝统治地位 ,并实现参政议政的一项重要举措

| Abstract: | Kang Youwei proposed the establishment of a systemsetting department not because he gave in the pressure of the diehards owing to his bourgeois weakness or it was his expedient measure after he was trusted unduly by Emperor Guang Xu,but because he believed it as an important measure to save the nation at peril,make the state reform constitution and strong,prevent “foolish people” making trouble,strengthen the government of the Qing Dynasty and realize the bourgeois participation in government and political affairs as well. |
