| 摘 要： | 主导产业在区域经济发展中具有重要的地位,低碳经济可促进主导产业,成为扬州区域经济可持续发展的动力。扬州市低碳经济现存在经济发展和能源消费相关度高;能源基本依靠外省调入;＂三新＂产业集中度相对较低,资源分布较分散等问题。提出把低碳经济纳入＂十二五＂发展规划;组织低碳技术的推广和低碳示范项目的实施;政府要出台相关政策;树立节能减排思想;培育改造主导产业,提升产业低碳发展水平等措施。
