| 摘 要： | 免费义务教育政策的实施是政府教育公共服务职能的转变,是义务教育本质的回归,它对促进中国义务教育的发展具有不可估量的贡献。但义务教育免费政策并不能解决教育发展过程中的所有问题。因此,要对义务教育免费政策进行合理的价值定位。只有制定出相应的配套措施,免费义务教育政策才能释放出更多的教育价值,义务教育才能在高层次上彰显公平和公益性。
