| 摘 要： | 构建社会主义和谐社会,是我们党提出的一项重大任务。为此,必须实现政府职能转型,建设服务型政府。建设服务型政府,就是要建设以民为本、职能有限、廉价、民主参与和自我创新型政府。建设服务型政府,需要政府变革执政理念、转变行政职能、改进服务方式、提高执政能力、推行电子政务,因此是一项深层次、全方位的系统工程。

| Abstract: | Constructing a harmonious society is a great task of our party.So we must transform governmental functions and build up a service-oriented government.Building up a service-oriented government is to build a government with self-innovation,limited function,probity,democracy and based on human beings as well.It is an all-round systematic project which requires that a government should transform its viewpoints,change its administrative functions,improve the way of service,strengthen the administrative power and carry out electronic government affairs. |
