| 摘 要： | 随着互联网的迅速发展，使得网络舆论在突发事件中具有强大影响力，甚至改变政府应对突发事件的一些方式、方法。但是，随着“网络舆论暴力”、“网络舆论非理性化”的出现，使网络舆论走人了困境。但通过理性化的引导，网络舆论一定会发挥其积极作用，为突发事件的解决作出贡献。

| Abstract: | With the rapid development of Interact, online publie opinion has a strong influence in emergency, even changes some of the methods about govemmen to deal with the emergencies. But, the face of ＂violence of online publico pinion non- rational online puhlic opinion＂ ,online public opinion have some problems. However, through the rational guidance, online public opinion will play a positive role for the emergeney. |
