政府机构的权力运用方式对中小企业创新绩效的影响——基于企业与政府关系的视角

试图将组织行为理论和创新理论结合起来,探讨政府机构不同的权力运用方式,是如何影响政府机构和中小企业的关系,并进而影响中小企业创新绩效。通过对244家企业样本的统计分析发现,政府机构的权力运用方式,不论是运用个人权力(参照、专家和信息权力)还是运用职务权力(奖励、合法和强制权力),都会对它们与中小企业之间的关系强度产生正影响,并且会对中小企业的创新绩效产生正影响,中小企业和政府机构之间的关系强度在政府机构的权力运用方式和中小企业创新绩效之间构成中介作用。上述结果表明,政府机构应当通过适当地运用不同的权力资源来积极地影响它们和中小企业之间的关系强度,并进而影响其创新水平。

The Influence of Government Power on Innovative Performance of SMEs：Based on the Perspective of the Relationship between Enterprises and Government

This article tried to combine theories of organization behavior with theories of innovation to discuss how different ways of government’s power-using could affect the relationship between the government and the small and medium-sized enterprise(SME) and then influence the innovative performance of SME.Base on the analysis of the sample of 224 SMEs,we found that ways of government’s power-using,no matter individual power or position power,could positively affect the tie strength between the government and the SMEs and that position power could improve the innovative performance of SMEs.Our research also showed that the tie strength between the government and the SMEs could mediate the relationship between ways of government’s power-using and the innovative performance of SME.This result indicated that the government could moderately using different power to positively affect the tie strength between the government and the SMEs and then improve the innovative performance of SMEs.
