| 摘 要： | 江苏竞技体育从改革前的＂零＂到目前311项次金牌的变化,30年打破了124项次世界纪录的经验是人材培养是根本、科技创新是基础、体制变迁是动力、科学管理是保证,但面对＂进一步促进竞技体育和群众体育的共同发展,努力探索和实践中国特色体育发展之路,为发展壮大我国体育事业再立新功＂的要求,应该是体育发展战略的软环境和硬环境的和谐发展,共存共建,硬环境建设的重点是保持与更新;软环境建设的重点是加快人的现代化、体育科技创新和制度现代化进程。
