| 摘 要： | 截至2011年3月末,我国的外汇储备已经达到创纪录的30 446.73亿美元,这一数额远远超出经济发展实际所需要的适度储备规模,出现大量的超额外汇储备。因此,外汇储备数量管理的弹性制度改革已是势在必行。从制度经济学的角度,对外汇储备数量制度的改革进行积极和有益的探索,为外汇储备合理规模的弹性区间进行可操作的尝试性设计,以推动中国外汇储备管理体制改革的进一步深化。
