关于冰雪资源开发与体制改革的思考

我国北方地域广大,多丘岭坡地,冰雪资源丰厚,开发潜力很大。为使乡民奔向小康社会。对已开发的冰雪资源,要高效发展,合理利用,尽快适应国民经济发展需要;对现有体制要进行改革,由国企向股份制民营转化;发展集体经营和独资投入。并根据实际情况加大开发利用力度,创建以冰雪为龙头的相关产业,不断提高人民的物质文化生活水平。

North region of our country is general and multi-knolls,the ice and snow resources are very rich,so the development potential is very big.In order to lead the countrymen to rush to the well-off society,the present ice and snow resources must be highly and reasonably used,which can meet the national economy development need as soon as possible.The existing system-state-owned enterprises should be transferred to shareholding system privately operated.According to the actual situation,creating the related industries and taking the ice and snow resources as the main item is to raise increasingly people's material and cultural standard of living.
