| 摘 要： | 体育产业政策工具是弥补体育产业市场失灵,加快赶超步伐,促进体育产业结构合理与高度化以及破除体育产业瓶颈效应的途径、手段和措施。基于政策工具X和创新价值链Y的两个维度对国家层面现行有效的46份体育产业政策文本进行内容分析,按照政策文本的选择、构建二维分析框架、编码分类和统计分析等步骤逐一展开,深入剖析政策工具的使用、内容、组织搭配及意图,探讨我国体育产业政策的变迁及特点,明确我国体育产业政策存在的问题。

| Abstract: | Policy tools using in sports industry are effective ways,means and measures to make up for the failure of sports industry market,and accelerate the pace of catching up,as well as promote the structural rationalization and supererogation of sports industry and break the bottleneck effect of sports industry.Using the content analysis method,this paper conducted a research on 46 sports industry policy texts,which based on the two dimensions of policy instrument X and innovative value chain Y.The research followed the order of selecting samples,establishing the two-dimensional analytical framework,coding specification,carrying out frequency statistics and reaching conclusions so as to deeply analyze China sports industry policy in choosing,organizing and planning policy tools,and to identify the existing problems of China sports industry policy. |
