| 摘 要： | 基础研究是技术创新的源泉，是支撑国家长期持续发展的根本力量。近年来，我国基础研究经费投入稳步增长，但比重呈下降趋势，基础研究经费投入比重和强度偏低，与科技经济发展水平不相适应。中央财政科技拨款是基础研究经费的主要来源，地方财政投入极少，财政基础研究科目经费中用于基础研究的比例只有六成，企业基础研究投入比例低，高校R＆D经费中用于基础研究的比例偏低。在分析基础研究经费来源的基础上，提出改善我国基础研究投入状况的政策建议。
