| 摘 要： | 2003年8月教育部颁布了《教育部政府采购管理暂行办法》，在各高校开始推行政府采购制度。到目前为止。为国家节约了大量的资金，取得了很好的经济效益，但由于推行的时间较短，也缺乏必要的经验，因此出现的问题较为复杂。这些问题有体制方面的，也有观念和技术层面的。有些问题可以逐步解决，也有些问题要随着国家行政体制改革和教育体制改革的深化才能得以解决。

| Abstract: | All the universities began to apply government procurement since August 2003 when the related official paper issued. In view of a large expenditure on education, a substantial proportion of funds will be used for procuring advanced educational equipment. Therefore, with the increase of the amount of government procurement funds in universities, it will be required enhancing the management level of government procurement of higher university. And how to improve the management level of government procurement is the focus of this issue. |
