政府购买服务视角下社会力量参与学校体育发展的现实基础与路径选择

采用文献资料法、实地调查法和专家访谈法等研究方法对社会力量参与学校体育发展的现实基础与路径进行研究。鼓励社会力量支持与推动学校体育发展是未来一段时期全面深化学校体育改革的重要方式之一。社会力量参与学校体育发展有赖于培育一大批具有强烈的内部动力、强劲的执行力和强大的公信力的体育社会力量，有赖于良好的制度环境的支持。但是，目前我国社会力量参与学校体育发展还面临着认识的局限性、制度空间的约束性和实际运作能力不足等诸多障碍，限制了社会力量参与学校体育发展的广度、深度和力度。建议从释放制度空间，加强能力建设，健全长效机制等方面推进社会力量参与学校体育发展。

Reality and Ways of Social Participating in Development of School from Perspective of Governmental Purchas of Service

Through literature study, field investigation and expert interview, this paper analyzed the reality and ways of the participation of social forces in the development of school P.E. Encouraging social forces to support the development of school P.E. was one of the important ways to deepen the reform of school P.E. in an all-round way in the future. The participation of social forces in the development of school P.E. depended on the cultivation of a large number of sports social forces with strong motivation, executive power and credibility, and on the support of a good institutional environment. However, the participation of social forces in the development of school P.E. was faced with limited recognition, restricted institution and lack of practical operational ability, which influenced the breadth, depth and strength of the participation. It was suggested that more institutional space, capacity building and long-term mechanism should be provided.
