中国农村养老保障制度建设的阶段性

我国农村养老保障制度建设应分两步走：近期制度建设和中长期制度建设。在近期考虑到农民群体分化的现实，针对不同的群体采取不同的保障措施；中长期则追求城乡养老保障制度整合．将日前城镇的社会统筹部分养老金扩展到农村，使其成为全民共享的养老保障项日。可采取城市化、“土地换保障”、改“农业税”为“养老保障费”及人口政策和养老保障政策相结合等措施解决制度建设的资金短缺问题。

Development of Senior Citizen Security System in the countryside

Starting from the three issues of agriculture, rural areas and farmers in China, this paper focuses on the development of senior citizen security in the countryside. The author points out the great necessity to initiate the senior citizen security system in the countryside, and then puts forward a two-step strategy in the system development according to the classification of population and region. As to the fund gap of the development, the author brings forward his suggestions which include urbanization, land for social security, transforming rural taxes to senior citizen security fee and the combination of population policy and senior citizen security policy.
