| 摘 要： | 实现程序正义是当今世界各国普遍追求的价值目标，是一个国家实现法治的必经途径，听证程序作为实现程序正义的具体措施之一，为实现政府行为的公开，公正，透明，为确保公民的合法权益不受侵犯，为政府尽快适应WTO规则的要求，有着不可或缺的重大现实意义，总结我国听证立法执法的实践，进一步完善我国的听证制度，是摆在我们面前的重要课题。
