在新的竞争环境下 ,民办高校面临公办高校扩招、公办高校市场化办学项目竞争、公办高校适应市场的创新活动、低成本竞争等挑战。促进西部民办高校的发展 ,政府应从明晰产权、允许回报、调整政策、平等权益、强化管理、保证质量等方面为民办高校发展开绿色通道 ;西部民办高校要发挥优势 ,勇于创新 ,加强师资队伍建设 ,狠抓教育教学质量 ,加大筹集资金力度等。

An Exploratary Examination of the Issue of Development of Private Higher Learning Institutions in Western China

In recent competitive situation, private higher learning institutions are faced with challenges of growing admission, markertized training projects, innovative activities and low-cost competition by public higher learning institutions. In order to promote the possibility of development of private higher learning institutions in western China, government should pave the way for developing private higher learning institutions in western China by clarifying the right of property, permitting the reward, adjusting the policy, equalizing power and interests, strengthening administration and guaranteeing the quality. Accordingly, private higher learning institutions should make the most of their advantages, pioneering innovation, accelerating the development of teaching faculty, grasping firmly teaching quality and enhancing the efficiency of collecting money.
