| 摘 要： | 国家开放大学成立,县级电大发展面临前所未有的机遇和挑战。从目前县级电大的实际情况来看,其办学条件、办学理念、师资队伍等方面与开放大学建设标准存在较大差距,尤其是非学历教育能力、规模与开放大学建设要求"学历教育与非学历教育并重"差距更大。本文在论述县级电大发展非学历教育重要意义、发展非学历教育面临问题的基础上,提出发展非学历教育的对策。

| Abstract: | County TV university met unpreceding chances since the founding of the country open university. There are major differences of the conditions and ideas ,according to the situation of the county TV University ,especially non-education background capabilities ,The essay talked the importance of the development of the non-education background and demonstrated the existing problems of the development of the non-education background ,put forward the ideas of the non-education. |
