| 摘 要： | 罪刑法定原则必须坚决贯彻执行。合法、有效的司法解释有利于这一原则的贯彻实施。司法解释应当慎重，不能违背法律条文，并且扩大解释也应符合国民对法律法规的可预测性要求。

| Abstract: | The Crime-penalty stipulated by law should be strictly carried out. As legal and efficient judicial explanations bring benefits in the implementation of this principle, judicial explanation shall be prudent, shall not violate the original meaning of the law, and the enlarged explanation shall also be fit for the requirements of the responsibility of the regulation and the law to the people. |
