国家科技计划及项目管理中的“二八”现象和长尾理论的影响浅析

 “二八”定律对科技管理有很大的影响,使科技计划管理和科技项目管理中普遍存在“二八”现象。长尾理论是网络时代兴起的一种新理论,它强调的是要重视小主体的作用和影响。分析我国科技管理中“二八”现象和长尾效应,思考长尾效应对我国科技管理的影响,提出“二八”定律和长尾理论下我国科技计划管理工作的有关建议,将有助于构建基于全生命周期的科技计划管理模式,完善科技计划管理体系。

The exploration and analysis of Pareto law and long tail effect on science and technology management system

Because of the effect of Pareto law on management of science and technology,there were lots of phenomenon of "20/80" in management of science and technology.Long tail is a new theory emerging in the internet times,which focuses on the roles and influences of the "non-hit" items.The study on which including,analyzing the conception,successful cases and related disputes of long tail theory,reflecting on the influences of long tail effects on China's S&T management and making suggestions on China's planned S&T management according to the "20/80" principle and Long Tail theory,will help the construction of R&D program management model based on full life cycle,and improve the management system of science and technology.
