科技人力资源对工业绿色转型的门槛效应——基于环境规制的视角

摘    要:系统分析中国36个工业行业绿色转型差异性结构,通过环境规制视角构建动态面板门槛模型,探析科技人力资源对于工业绿色转型的影响效应。研究发现:中国工业绿色转型水平较低,粗放与集约发展并存,且行业间存在显著差异性,转型过程呈现明显波动特征;中国科技人力资源对于工业绿色转型的作用存在显著的环境规制门槛效应,较低程度的环境规制水平并不利于科技人力资源对工业绿色转型的促进作用,产业环境规制强度增加并超过临界点后则在一定程度上降低这种不利影响,进而推动科技人力资源发挥正向促进效应。以期明晰中国工业绿色转型过程中不同行业环境规制程度的差异性与适应性,为探析科技人力资源对工业绿色转型的作用机制提供实践性政策参考。

Abstract:This paper analyzes the heterogeneous structure of green transformation in 36 industries in China,and constructs a dynamic panel threshold model from the perspective of environmental regulation,analyzes the impact of scientific and technological human resources on industrial green transformation.It is found that China's industrial green transformation level is low,specifically,extensive and intensive development approaches coexist,and its transformation process presents obvious fluctuation characteristics,which has a significant heterogeneity.In addition,there is a significant threshold effect of environmental regulation on the impact of China's scientific and technological human resources on the industrial green transformation,a lower degree of environmental regulation is not conducive to the promotion of industrial green transformation through scientific and technological human resources,when the intensity of industrial environmental regulation increases and exceeds the critical point,the adverse effect is reduced to a certain extent,and then the positive promotion effect of science and technology human resources is promoted.The paper endeavors to clarify the differences and suitability of environmental regulations in different industries in the process of China's industrial green transformation,and provide practical policy references for the analysis of the role of scientific and technological human resources in industrial green transformation.
