| 摘 要： | 币制借款最初是作为清政府联美政策的产物出现的,清政府试图以此作为在东北实行均势外交的工具.但是,随着四国银行团的成立,清政府对借款失去了自主权,并成为一个旁观者.币制借款应当说是清末外交的一大败笔,清政府由此进一步陷入了内外交困之中. |

| Abstract: | Currency loan fist appeared as a policy of uniting America.The Qing government was intended to implement even diplomacy in the northeastern China.With the establishment of banks of four countries,the Qing government lost autonomy and became an on-looker.Currency loan is a failure and from then on the Qing government came into a predicament. |
